I don't know that I would say bureaucracy is an evil. Rather, I feel like increased bureaucracy increases apathy, decreases accountability, and strips away individual responsibility. Bloated bureaucracy overwhelms common sense and immasculates the "rank and file", keeping them from working toward the common good. Bureaucracy is like a blanket. One layer can provide comfort.
