Rather, I feel like increased bureaucracy increases apathy, decreases accountability, and strips away individual responsibility.  Bloated bureaucracy overwhelms common sense and immasculates the &quot;rank and file&quot;, keeping them from working toward the common good.

Bureaucracy is like a blanket.  One layer can provide comfort.  Keep stacking them on and you get uncomfortable, then immobile, then smothered.</description>
